Requires the Department of Transportation to include detailed spending breakdowns in its annual budget allocation plan by headquarters and each engineering region, covering personnel costs (salaries and benefits), facilities costs (utilities and maintenance), and other expenses.

Requires the budget plan to separately categorize spending for any state highway and transportation system maintenance projects, broken down by personnel costs, facilities costs, and other expenses.

Prohibits the Department of Transportation from using indirect rates or construction engineering rates to allocate expenses in its budget plan, effective July 1, 2023.

Establishes that the budget allocation plan must be submitted annually by December 15 to the joint budget committee, house transportation and energy committee, senate transportation committee, and governor.
