Prohibits employers from discriminating against, taking adverse action against, or retaliating against workers who raise reasonable concerns about workplace violations of government health or safety rules or significant workplace health and safety threats.

Prohibits employers from requiring workers to sign agreements or abide by policies that limit or prevent disclosure of information about workplace health and safety practices or hazards.

Appropriates $417,629 to the Department of Labor and Employment for program costs and legal services, including 4.3 additional FTE positions.

Appropriates $228,499 to the Department of Personnel for liability claims and legal services related to implementation.

Appropriates $134,549 to the Department of Law for legal services to support the other two departments, including 0.8 additional FTE positions.
