SB22-104 Summary

• Defines "local government entities" to include authorities, counties, municipalities, districts, and other political subdivisions, plus any institutions or organizations formed by intergovernmental agreements.

• Requires that all new or amended state statutes enumerating local government entities eligible for state grant or benefit programs must also include tribal nations with jurisdiction in Colorado as eligible entities, if legal and appropriate given the program's nature and funding source.

• Directs the Legislative Council Staff to submit a report by December 1, 2022, identifying state grant programs currently available to local government entities and whether tribal governments or tribal agencies are included as eligible recipients.

• Requires the Colorado Commission on Indian Affairs to submit a report by March 1, 2023, in consultation with the Ute Mountain Ute Tribe and Southern Ute Indian Tribe, identifying opportunities for tribal governments to be included as state partners and assessing the Commission's ability to facilitate those opportunities.

• Appropriates $25,000 from the general fund to the office of the governor for the 2022-23 fiscal year to implement the act through the Commission on Indian Affairs.
