Requires owners of trucks weighing 4,500-10,000 pounds to present a certified scale ticket if the vehicle has been modified (including mounted equipment other than recreational) and the modifications change the truck's weight by 300 pounds or more.

Allows owners to present a manufacturer's certificate of origin instead of a scale ticket if the truck has not been modified to change its weight by 300 pounds or more.

Amends weight certificate requirements to include the vehicle identification number, year of manufacture, and make when a vehicle is being weighed for registration purposes.

Applies to vehicles registered as a result of a change in ownership occurring on or after the bill's effective date.

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed.
