Defines "kratom product" as any product containing mitragyna speciosa leaf or synthetic materials with the alkaloids mitragynine or 7-hydroxymitragynine.

Requires the Executive Director to submit a feasibility report by January 4, 2023 analyzing regulation of kratom products, processors, and retailers, addressing 23 specific subjects including testing standards, labeling requirements, age restrictions, and implementation timeline.

Effective July 1, 2024, prohibits selling kratom products adulterated with fentanyl or controlled substances, requires clear labeling with manufacturer identity and full ingredient lists, bans sales to persons under 21 years old, and mandates secure retail storage away from minors.

Establishes a civil infraction for furnishing kratom to persons under 21 with a $200 fine, requires ID verification before sale, and provides an affirmative defense for sellers who reasonably relied on government-issued photographic identification.

Allows municipalities and counties to enact more stringent kratom regulations but prohibits them from setting minimum purchase age below 21 years old.
