Exempts vehicle owners from penalties, fines, surcharges, and late fees for failing to title or register vehicles between January 1, 2021, and January 1, 2023, if they complete the registration or titling by June 1, 2023.

Allows persons who previously paid these penalties between January 1, 2021, and January 1, 2023, to apply to the Department of Revenue for reimbursement from appropriated general fund money.

Requires the Department to calculate by June 15, 2023, the total amount of late fees that would not be paid to the Highway Users Tax Fund due to the penalty suspension, and directs the State Treasurer to transfer that amount from the general fund to the Highway Users Tax Fund by June 30, 2023.

The statute is repealed effective July 1, 2024, making the penalty suspension and reimbursement provisions temporary.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition requiring approval by voters at the November 2022 general election.
