SB 22-127: Special Education Funding

• Increases per-pupil special education funding from $1,250 to $1,750 per child with disabilities beginning in the 2022-23 budget year.

• Appropriates $26,825,000 annually starting in 2022-23 for additional special education services, available from the State Education Fund or General Fund.

• Requires annual inflation adjustments to funding amounts beginning in the 2024-25 budget year using the Denver-Aurora-Lakewood Consumer Price Index.

• Appropriates $80,000,000 to the Department of Education for the 2022-23 fiscal year from the State Education Fund to implement special education programs.

• Requires the Special Education Fiscal Advisory Committee to submit a comprehensive report by January 1, 2023, analyzing state and national funding models, actual service costs, and effectiveness of Colorado's current special education funding system.
