Requires the Air Quality Control Commission to include in notices of proposed rule-making a description of the classes of persons and businesses that will be affected by the proposed rule.

Persons proposing alternative rules must file the proposal by a commission-determined deadline (but not later than the deadline for party statements under section 24-4-105(2)(c)) and include a description of affected persons and businesses.

Alternative proposals must include an initial economic impact analysis as part of the rule-making packet.

Commission must designate a hearing officer to determine within 10 business days whether a filed proposal qualifies as an alternative proposal warranting commission consideration.

Hearing officer must notify all persons who requested notice of the determination regarding whether a proposal is an alternative proposal.
