Prohibits use of pesticides on school, preschool, child care center, and children's resident camp grounds starting January 1, 2026, with limited exemptions for disinfectants, building applications, and emergency use.

Requires notification to guardians at least 48 hours before pesticide use (or within 48 hours after emergency use) on grounds where children gather, including pesticide name, date, time, location, and reason for application.

Mandates Department of Natural Resources conduct study on pollinator decline due by January 1, 2024, consulting with state agencies and scientists on factors affecting pollinator health and conservation opportunities.

Creates pilot grant program in Department of Agriculture providing financial awards ($15/acre corn, $10/acre wheat) to farmers who plant seeds not coated with systemic insecticides, with program expiring September 1, 2025.

Designates neonicotinoid and sulfoximine pesticides as restricted-use for outdoor ornamental plants and turf (effective March 1, 2023), while allowing use in agriculture, pet care, personal care, indoor pest control, wood preservatives, and golf courses.

Authorizes local governments to regulate pesticide use in interest of public health, safety, and environmental protection while preserving state authority over agricultural pesticide use.
