Allows vintner's restaurant licensees to sell and deliver wine manufactured on their premises directly to personal consumers in Colorado by common carrier or by the licensee's employee

Delivery person must be at least 21 years old and verify the recipient is of legal age using methods specified in section 44-3-901(11)

Recipient must be the end consumer, not reselling the wine, and located at a place not licensed as a vintner's restaurant

Vintner's restaurants cannot derive more than 50 percent of gross annual revenues from delivered wine sales

State licensing authority must promulgate rules for wine delivery and may issue permits subject to suspension and revocation provisions applicable to other alcohol licenses
