Replaces the term "applicable licensing board" with "regulator" in Colorado Revised Statutes 12-30-114 to standardize terminology for health-care profession regulatory entities within the Department of Regulatory Agencies.

Updates references throughout the statute to use "regulator" instead of "board" when describing the entity that promulgates rules for opioid prescriber training requirements.

Maintains all existing requirements for licensed health-care providers to complete up to four credit hours of training per licensing cycle on opioid prescribing, benzodiazepines, substance use disorders, and electronic prescription drug monitoring.

Preserves exemptions for providers who maintain equivalent national board certifications or attest they do not prescribe opioids.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition that would require voter approval at the November 2022 general election.
