SB22-144 Summary

• Allows transportation network companies (rideshare services) to contract with schools and school districts to provide student transportation services, which are now subject to state regulation.

• Requires transportation network companies providing school services to enter into contracts with schools specifying student safety provisions and use real-time GPS monitoring with visibility for the company, guardians, and ride schedulers.

• Mandates driver training covering mandatory reporting, safe driving, first aid/CPR, special needs considerations, emergency preparedness, and safe pick-up/drop-off procedures, with costs paid by the company and approval required by September 1, 2022.

• Prohibits transportation network companies from using drivers with convictions or guilty/nolo contendere pleas for offenses specified in section 22-32-109.8(6.5) to transport students.

• Requires transportation network companies to report safety and security incidents to the Commission and contracted schools, and establish rules for background checks, insurance coverage, and data reporting by September 1, 2022.
