SB22-145 Summary

• Creates three grant programs administered by the Division of Criminal Justice to enhance community safety through crime prevention, crisis intervention, and law enforcement workforce development, effective through January 1, 2025.

• Establishes the Multidisciplinary Crime Prevention and Crisis Intervention Grant Program providing $7.5 million annually (2022-23 and 2023-24) to community organizations, nonprofits, law enforcement agencies, tribes, and health/human service agencies for violence interruption, early intervention, restorative justice, and co-responder programs.

• Creates the Law Enforcement Workforce Recruitment, Retention, and Tuition Grant Program with $3.75 million annually to support officer training, tuition reimbursement, housing assistance, student loan payments, and recruitment efforts at law enforcement academies.

• Establishes the SMART Policing Grant Program with $3.75 million annually to increase diversity of law enforcement officers representative of their communities through recruitment, training, and salary support on a declining basis.

• Appropriates $300,000 for Division of Criminal Justice administration, $100,000 for a statewide crime prevention forum, and $400,000 for a project management team to oversee implementation and coordinate the grant programs during fiscal years 2022-23 and 2023-24.
