SB22-148 Summary

• Creates the Colorado Land-based Tribe Behavioral Health Services Grant Program to provide up to $5 million in grants to the Southern Ute Indian Tribe and Ute Mountain Ute Tribe for behavioral health facility infrastructure improvements.

• Grant funds may be used for capital expenditures to renovate existing or build new behavioral health facilities, including inpatient services and transitional housing, primarily serving American Indian and Alaska Native individuals.

• Appropriates $5,000,000 from the Behavioral and Mental Health Cash Fund (funded by federal coronavirus state fiscal recovery funds) for fiscal year 2022-23 to implement the grant program.

• Requires grant recipients to submit written justification for capital expenditures as specified in federal regulations and comply with state compliance, reporting, and record-keeping requirements.

• Grant money must be distributed by December 31, 2024, with all funds obligated by that date, and any obligated funds must be expended by December 31, 2026; the statute repeals effective July 1, 2027.
