Extends the alternative maximum reserve for the medical marijuana program cash fund through fiscal year 2023-24 (previously set to expire after 2022-23)

Delays the repeal of the cash fund reserve subsection to July 1, 2024 (previously scheduled for July 1, 2023), with remaining funds reverting to the medical marijuana program cash fund

Authorizes $100,000 annually from the subaccount for administrative purposes to administer the medical marijuana research grant program for fiscal years 2019-20 through 2023-24 (adds fiscal years 2022-23 and 2023-24 to previous authorization)

Takes effect 90 days after final adjournment of the general assembly, subject to potential referendum petition requiring voter approval in November 2022
