Authorizes $6,000,000 in expenditures from the Species Conservation Trust Fund in fiscal year 2022-23 for conservation programs targeting threatened, endangered, and candidate species.

Allocates funds as follows: Native terrestrial wildlife conservation ($770,000), Native aquatic wildlife conservation ($2,230,000), Platte River recovery implementation program ($1,900,000), Upper Colorado River and San Juan River basin endangered fish recovery programs ($800,000), Ruedi Reservoir releases ($250,000), and Selenium management and research ($50,000).

Requires the executive director of the Department of Natural Resources to consult with the Colorado Water Conservation Board, Parks and Wildlife Commission, and Division of Parks and Wildlife before implementing expenditures.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
