Removes the January 1, 2022 expiration date for the Colorado nongame conservation and wildlife restoration voluntary contribution check-off program on state individual income tax returns, making it permanent.

Exempts the nongame conservation and wildlife restoration voluntary contribution from the standard three-year sunset requirement that applies to most voluntary contribution programs created after June 2, 1985.

Changes the repeal trigger from a fixed date to when the executive director certifies that the program fails to meet requirements under section 39-22-1001(5)(a), rather than requiring legislative action to continue the program.

Adds the Colorado nongame conservation and wildlife restoration voluntary contribution to the list of programs without sunset clause requirements, alongside the Make-A-Wish Foundation of Colorado and unwanted horse fund contributions.

Takes effect 90 days after final adjournment of the general assembly unless subject to a referendum petition, in which case it requires voter approval at the November 2022 general election.
