SB22-168: Backcountry Search and Rescue Support

• Transfers $1,000,000 from the general fund to the wildlife cash fund within three days of enactment to support backcountry search and rescue activities, response costs, equipment, and related expenses.

• Transfers backcountry search and rescue program administration from the Department of Local Affairs to the Division of Parks and Wildlife effective January 1, 2023, including all related employees and appropriations.

• Establishes surcharge amounts on hunting and fishing licenses (25 cents), vessel/snowmobile/off-highway vehicle registrations (25 cents), and outdoor recreation backcountry search and rescue cards ($3, with $2 to the fund) to fund the backcountry search and rescue fund.

• Authorizes the Parks and Wildlife Commission to adjust surcharge and card fee amounts through rulemaking beginning January 1, 2023.

• Extends legal immunity and educational benefits to volunteers engaged in backcountry search and rescue activities, including dependents of volunteers killed or permanently disabled while performing such services.
