Adds a new exemption to Colorado's Open Records Act allowing public records custodians to deny disclosure of records containing specific location data for sensitive plant and animal species.

Protects location information for plant species identified as Colorado Plants of Greatest Conservation Need in the State Wildlife Action Plan, individual animals or groups of animals, and breeding or nesting habitats.

Cites public interest concerns including prevention of wildlife harassment, protection of sensitive natural habitats, preservation of fair chase hunting principles, and prevention of unlawful collection of plant specimens.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, subject to referendum petition; if challenged, requires voter approval in November 2022 general election.

Applies to all records requested on or after the law's effective date.
