Reclassifies telepharmacy outlets as prescription drug outlets rather than "other outlets," allowing them to operate under the same regulatory framework as traditional pharmacies.

Changes location requirement from "more than twenty miles from the nearest prescription drug outlet" to being located "in an area of need," which includes health facilities licensed by the Department of Public Health and Environment or areas approved by the board.

Allows one pharmacist manager to simultaneously serve as the pharmacist manager for both a central pharmacy and its affiliated telepharmacy outlets, removing the previous prohibition on managing multiple outlets.

Requires telepharmacy outlets to have a pharmacy technician on-site working under remote supervision of a licensed pharmacist at a central pharmacy located in Colorado.

Authorizes the pharmacy board to adopt rules governing telepharmacy operations, including application requirements, structural and equipment standards, staffing, pharmacist visitation, inventory management, and the number of outlets a central pharmacy may operate.
