Introduces new evaluation factors including whether regulatory oversight can be achieved through a director model and whether entry requirements encourage equity, diversity, and inclusivity.

Requires agencies to provide data on licenses or certifications denied, conditionally issued, or revoked based on applicants' criminal history, along with the specific offenses involved.

Takes effect October 16, 2022, subject to referendum petition procedures under Colorado law.
