Extends the prohibition on using mobile electronic devices while driving to adults 18 and older, unless using a hands-free accessory, with specific exemptions for emergencies, utility workers, commercial truck operators, first responders, and parked vehicles.

Establishes a tiered penalty system: first offense $150 and 2 license suspension points, second offense within 24 months $250 and 3 points, third or subsequent offense within 24 months $500 and 4 points.

Provides an affirmative defense allowing first-time violators to avoid conviction if they produce proof of hands-free accessory purchase and affirm under penalty of perjury they have not previously claimed this defense.

Requires peace officers to visually observe a driver using a mobile device before making a stop or issuing a citation, and mandates recording of such violations in traffic stop data.

Directs the Department of Transportation to create a public awareness campaign by October 1, 2022, regarding the requirements and dangers of mobile electronic device use while driving, with $23,941 appropriated for implementation.
