Appropriates $2.4 million to the Southwest Chief Rail Line Economic Development fund on June 15, 2022, to support Front Range passenger rail district development planning.

Transfers $6.5 million from the General Fund to the State Highway Fund on July 1, 2022, for the Department of Transportation to complete environmental assessments on relocating the consolidated main rail line away from Interstate Highway 25 at the Burnham Yard site.

Transfers $500,000 to the Unused State-Owned Real Property Fund to support Burnham Yard site development planning.

Requires the Department of Personnel Executive Director to engage stakeholders including Denver, the Department of Transportation, Regional Transportation District, and local communities to create a site plan supporting transit-oriented development at Burnham Yard with consideration for passenger rail, affordable housing, green space, and public-private partnerships.

Accelerates the transfer of remaining Southwest Chief Rail Line fund balance to the Front Range Passenger Rail District from July 1, 2022, to June 30, 2022.
