• Establishes the Economic Mobility Program Fund receiving $4 million transferred from the Economic Recovery and Relief Cash Fund on July 1, 2022, plus any gifts, grants, or donations.

• Fund supports outreach and engagement to increase awareness and uptake of tax credits and economic supports for low-income families, free tax filing assistance through IRS-certified volunteer sites, and online platforms connecting individuals to services.

• Authorizes the Department of Higher Education to contract for an online platform to assist students at all Colorado institutions of higher education in accessing public benefits, with individual institutions required to contribute financially for platform use.

• Appropriates $1,799,570 for the Department of Public Health and Environment and $171,000 for the Department of Higher Education for fiscal year 2022-23.
