Allows members of the Colorado General Assembly to take parental leave for up to 12 weeks, plus up to 4 additional weeks for serious health conditions related to pregnancy or childbirth complications, without forfeiting compensation.

Permits the Senate President or House Speaker to approve extended absences for long-term illness, parental leave exceeding 12 weeks, or other similar purposes, with approved members retaining full compensation.

Maintains existing compensation forfeiture rules for unapproved absences: two-thirds forfeiture for absences from two-thirds or more of sessions, and one-third forfeiture for absences from one-third to less than two-thirds of sessions.

Requires members taking approved parental leave beyond the 12-week maximum to still obtain approval from legislative leadership or under legislative rules.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition requiring voter approval in November 2022.
