• Allows unencumbered money in the Creative Industries Cash Fund credited from the Capital Construction Fund for the Art in Public Places Program to remain available for expenditure for three fiscal years instead of reverting to the general fund.

• Money not expended or encumbered from Art in Public Places Program appropriations at the end of a fiscal year remains available for spending in the next two fiscal years without further appropriation.

• Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly, unless subject to a referendum petition.
