• Creates and funds the conservation district grant fund in the state treasury to provide grants to conservation districts for soil and water conservation efforts.

• Requires the department to distribute $2,000 to each conservation district formed under Article 70 of Title 35 by September 1, 2022, and annually thereafter on each September 1.

• Directs the state treasurer to transfer $148,000 from the general fund to the conservation district grant fund three days after the effective date, and then annually on each July 1.

• Specifies that all money and interest in the fund shall remain in the fund and not be transferred to the general fund or any other fund.
