Creates a Title IX Regulation Study within the Colorado Department of Education to be conducted by a third-party contractor in consultation with higher education, K-12 advocacy, and student government representatives.

Study must examine best practices for prevention, notification, training, and response to sex-based discrimination and harassment in public schools, gaps between state and federal Title IX law, and whether Colorado can adopt more stringent standards than federal regulations.

Study results due January 31, 2023 if contracted with a public university, or March 30, 2023 if contracted with another third-party contractor, submitted to Senate and House education committees.

Appropriates $57,850 from the general fund to the Department of Education for the 2022-23 fiscal year to implement the study.

The statute is repealed effective July 1, 2023.
