Designates the Ridge View Campus (formerly the Lowry Bombing Range, redeveloped in 2001 as Ridge View Youth Services Center) as a supportive residential community for people experiencing homelessness beginning July 1, 2022.

Establishes the Ridge View Supportive Residential Community to provide transitional housing for up to two years, substance use recovery treatment following American Society of Addiction Medicine standards, medical and dental care, vocational training, and employment assistance.

Requires the community to provide food, room, and board at no cost to residents and prioritize enrollment based on length of homelessness and frequency of public system usage.

Appropriates $45,000,000 from the Economic Recovery and Relief Cash Fund for the 2022-23 fiscal year and an additional $44,557 from the General Fund for behavioral health administration staffing (2.3 and 0.4 FTE respectively).

Requires annual reporting to the legislature on operations, program success, number of residents served, contractor selection, and implementation progress, with reports continuing indefinitely.
