• Amends Colorado Revised Statutes 24-34-104 to require the House Speaker and Senate President to consult with minority leaders before assigning sunset bill sponsors.

• Mandates that House Speaker assigns sunset bills to representatives for sponsorship in odd-numbered years only.

• Mandates that Senate President assigns sunset bills to senators for sponsorship in even-numbered years only.

• Requires explicit permission from the designated representative or senator before they can be added as a bill sponsor.

• Takes effect 90 days after final adjournment of the general assembly, or upon voter approval if a referendum petition is filed by November 2022.
