Extends $3,000,000 appropriation from the agriculture value-added cash fund to the Department of Agriculture commissioner's office for fiscal years 2021-22 and 2022-23 for renewable energy, energy efficiency projects, energy audits, and technical assistance.

Extends $2,500,000 appropriation from the general fund to the Department of Agriculture agricultural markets division for fiscal years 2021-22, 2022-23, and 2023-24 for program costs.

Extends appropriations from HB21-1262 for fiscal year 2021-22 and adds an additional extension through 2022-23 for funds appropriated in subsection (4).

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
