Changes the schedule for reviewing Colorado Medicaid provider rates from every five years to every three years, with the schedule to be established by September 1, 2023

Expands the medicaid provider rate review advisory committee from 24 members to 7 members appointed by the Governor (3), President of the Senate (2), and Speaker of the House (2), with required expertise in medical assistance program areas

Requires the state department to conduct quarterly public meetings to inform provider rate reviews and invite providers, recipients, and interested parties to comment on analyses and recommend improvements to the review process

Mandates the advisory committee to present an annual overview to the Joint Budget Committee by December 1 each year, including strategies to address capacity and access issues in underserved regions

Extends the sunset date for the advisory committee from September 1, 2025 to September 1, 2034, with a mandatory sunset review to be conducted by the Department of Regulatory Agencies
