Submits to Colorado voters a constitutional amendment requiring any bill that imposes a new fee, authorizes a new fee, increases an existing fee, or authorizes an increase of an existing fee to pass by a two-thirds vote of all members elected to each house, taken on 2 separate days in each house.

Defines "fee" as a charge levied to defray the cost of a particular government service provided to those charged or to mitigate the impact of an activity engaged in by those charged, excluding charges levied for raising revenue for a general public purpose.

Amendment applies only to the final passage vote on bills in each house of the general assembly.

Ballot title for the November 8, 2022 election asks: "Shall there be an amendment to the Colorado constitution concerning requiring a two-thirds vote of all members elected to each house of the general assembly for any bill that increases a fee?"

Amendment becomes part of the state constitution if at least fifty-five percent of electors voting on the ballot title vote "Yes/For".
