Expands eligibility for educator financial assistance programs by temporarily allowing students with expected family contributions up to 300% of maximum federal Pell-eligible amount for fiscal years 2022-23 and 2023-24, with this provision repealing January 31, 2027.

Broadens definition of "educator" to include principals and special services providers (in addition to existing teachers and school counselors) in educator loan forgiveness and stipend programs.

Extends temporary educator loan forgiveness program to include any educator position in Colorado public schools, cooperative services schools, or facility schools (beyond previous focus on rural and content shortage areas).

Adds prioritization criteria giving first consideration to applicants with shorter employment tenure under educator licenses when approving loan forgiveness applications within each applicant group.

Requires applicant placement for student educator stipend program to be in Colorado or within 100 miles of Colorado border, and appropriates funds for portfolio management system ($317,850 for 2022-23, with carryover to 2023-24 and 2024-25).
