Creates three new accelerator license types for social equity licensees: accelerator hospitality business, accelerator transporter, and accelerator independent delivery licenses.

Establishes an independent delivery license allowing social equity licensees to deliver and sell retail marijuana to consumers at private residences, with applications accepted starting March 1, 2024.

Amends social equity licensee eligibility requirements effective March 1, 2024, based on residency in opportunity zones, affordable housing, marijuana offense history, military status, or receipt of low-income assistance programs.

Requires the state licensing authority to provide annual reports to finance committees on active social equity licenses, recommendations for new license types, and innovative funding sources.

Appropriates $330,625 to the marijuana cash fund for enforcement and legal services, and creates a grant committee in the Office of Economic Development to review and award grants to marijuana entrepreneurs.
