Authorizes the state licensing authority to issue administrative holds on medical or retail marijuana movement to prevent evidence destruction, diversion, or public safety threats during investigations of alleged violations.

Allows the state licensing authority to embargo marijuana when objective and reasonable grounds exist that public health, safety, or welfare imperatively requires emergency action.

Requires the state licensing authority to provide notice and opportunity for a hearing before ordering marijuana destruction, with hearings conducted according to Colorado's administrative procedure rules.

Makes licensees responsible for completing marijuana destruction in coordination with the state licensing authority and for paying all expenses related to embargoes and destruction orders.

Requires the state licensing authority to promulgate rules establishing timeframes, standards, and processes for resolving administrative holds expeditiously and allowing licensees to destroy marijuana when evidence preservation needs subside.
