Fleet operators may transfer license plates that are easily legible and in good condition from one fleet vehicle to another when transferring ownership or title of the fleet vehicle, providing an exception to the general rule that number plates expire upon vehicle transfer.

The general prohibition on transferring license plates when a motor vehicle owner transfers title applies to Class B, C, D, and F personal property vehicles, but does not apply to fleet operators with qualifying plates.

Vehicle owners whose license plates expire due to ownership transfer may retain priority rights to the same letter and number combination by applying for personalized license plates when registering another vehicle.

$2,700 is appropriated to the Department of Revenue from the Colorado DRIVES vehicle services account for fiscal year 2023-24 to implement the act through system maintenance and support.

The act takes effect January 1, 2024, subject to referendum petition provisions; if a referendum petition is filed within 90 days after final adjournment, the measure requires voter approval at the November 2024 general election to take effect.
