CO HB1023

Increases the threshold for special district construction contracts requiring competitive bid notices from $60,000 to $120,000 in public moneys.

Establishes automatic inflation adjustments to the bidding threshold beginning July 1, 2028, and every five years thereafter, based on the Denver-Aurora-Lakewood Consumer Price Index.

Maintains special district authority to reject any and all bids and perform work or secure materials independently if costs are lower than the lowest bid received.

Takes effect 90 days after final adjournment of the general assembly, subject to potential referendum petition and voter approval in November 2024.
