For applications beginning in 2025, charter applicants must file applications with local school boards during the period from February 1 through April 1, eighteen months before the charter school is set to open.

Local school boards must rule on charter applications by resolution no later than June 30, and all contract negotiations must be concluded by September 30 or ninety days after the board's decision, whichever is later.

Charter schools designated as planning years shall use the school and fiscal year (July 1 to June 30) following submission of their charter application to prepare for serving students the next school year.

Rural and small rural school districts may adopt an alternative timeline allowing charter applications from June 1 through August 1, with local board decisions required by October 15.

Local boards of education and charter applicants may jointly waive or extend application deadlines, and local boards may request modification or waiver of timelines from the state board of education.
