Prohibits health-care staffing agencies from requiring compensation (liquidated damages, employment fees, or other charges) if a health-care facility hires a nursing professional as a permanent employee, except for fees attributable to the first 30 calendar days of placement.

Applies to contracts between supplemental health-care staffing agencies and health-care facilities or workers involving placement of licensed or certified nursing professionals under Colorado law.

Allows health-care workers or facilities to sue staffing agencies for violations in court, seeking actual damages, civil penalties up to $5,000 per violation, and injunctive relief.

Entitles the prevailing party in any lawsuit to recover reasonable attorney fees from the losing party.
