Makes it unlawful in Colorado to wager on any race of greyhounds that is conducted at and simulcast from a track outside of Colorado, effective October 1, 2024.

Repeals the definition of "cross simulcasting" and removes provisions allowing in-state simulcast facilities to receive greyhound race broadcasts from out-of-state tracks and conduct pari-mutuel wagering on those races.

Restricts simulcast race broadcasts to only live horse races from in-state or out-of-state tracks, eliminating prior allowances for greyhound simulcast signals at class B horse racing tracks.

Creates a temporary Greyhound Welfare and Adoption Fund by transferring $25,000 on January 1, 2025, and $50,000 on January 1, 2026, from racing revenue to support greyhound welfare organizations, with the fund dissolving July 31, 2026.

Maintains existing regulations for horse race pari-mutuel wagering and simulcasting while removing all references permitting greyhound wagering from out-of-state sources.
