Enacts the "Second Amendment Preservation Act" declaring that federal taxes, registration requirements, prohibitions on firearm possession, and confiscation orders constitute infringements on Second Amendment rights within Colorado borders.

Prohibits Colorado state and local officials, including law enforcement, from enforcing or attempting to enforce any federal firearm regulations identified as infringements, with civil penalties up to $50,000 per occurrence.

Bars Colorado and political subdivisions from employing individuals who knowingly enforced federal firearm restrictions while acting as federal agents, with penalties up to $50,000 per employee.

Allows injured Colorado residents to sue the state or political subdivisions for violations, seek injunctive relief, recover attorney fees, and pursue claims within 30 days; sovereign immunity is waived for such actions.

Includes exceptions permitting cooperation with federal officials pursuing suspects with interstate criminal nexus and supporting federal prosecutions for violent felonies or major drug crimes where weapons violations are ancillary.
