Increases annual military leave for public employees from 15 days to the equivalent of three weeks of work on the employee's regular work schedule.

Allows employees taking military leave to use any available paid leave or unpaid leave, rather than requiring the absence to be unpaid.

Applies the same three-week leave entitlement and paid/unpaid leave options to private employees who are Colorado National Guard or U.S. reserve forces members.

Removes the requirement that employees be physically or mentally fit to perform job duties as a condition for reinstatement after military service.

Extends paid and unpaid leave options to private employees engaging in state military service for the Colorado National Guard.
