Amends Colorado statute to authorize the Division of Veterans Affairs to accept and expend gifts, grants, contributions, and donations for the Western Slope Military Veterans' Cemetery Fund.

Creates a new Department of Public Safety Gifts, Grants, and Donations Fund to receive and manage gifts, grants, or donations from private or public sources for department purposes.

Requires the Department of Public Safety to transmit all money received through gifts, grants, or donations to the State Treasurer for crediting to the new fund, subject to annual appropriation by the General Assembly.

Exempts money received pursuant to the Department of Public Safety gifts fund from provisions of Part 13 of Article 75 of Title 24 regarding state fund management.

Declares the act necessary for the immediate preservation of public peace, health, or safety.
