Expands the definition of "records" in Colorado law to explicitly include audio recordings, visual recordings, and audio-visual recordings alongside traditional documents.

Authorizes governmental agencies to digitally scan records in addition to traditional photographic reproduction methods, with digital reproductions considered original records if quality standards are met.

Requires digital reproductions to be stored in file formats approved by the Department of Personnel for long-term preservation and access.

Repeals a requirement that state agencies deliver two official archival copies of published reports and studies to the Department of Personnel.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition requiring voter approval in November 2024.
