• Requires public buildings wholly or partially owned by Colorado public entities to provide non-gendered single-stall or multi-stall restrooms when renovating or newly constructing restroom facilities, effective January 1, 2024 for renovations and July 1, 2025 for employee/student accessible areas.

• Mandates baby diaper changing stations in all public restrooms, with at least one accessible changing table in non-gendered or gender-specific restrooms, or an alternative accessible location with equivalent privacy.

• Requires signage with gender-neutral pictograms on all restrooms with changing stations and non-gendered restrooms, with building directories indicating restroom and changing station locations, beginning July 1, 2024 through July 1, 2026.

• Exempts certified historic structures, projects already approved as of the bill's effective date, and installations that would conflict with disability access requirements (with documented good-faith design attempts).

• Appropriates $450,000 for the 2023-24 fiscal year to the Department of Personnel for statewide planning services and restroom surveys of state-owned buildings.
