HB 23-1059: Motorcycle Lane Splitting Study

• Requires the Colorado Department of Transportation, in collaboration with the Colorado State Patrol, to conduct a feasibility study on permitting motorcycles to perform "lane splitting" (passing vehicles by driving in the same lane or between rows of vehicles).

• Study must identify and analyze the benefits and drawbacks of permitting motorcycle lane splitting and identify potential safety issues related to the practice.

• Department must submit a report on study findings to the House Transportation, Housing, and Local Government Committee and the Senate Transportation and Energy Committee by December 31, 2023.

• Statute created by this bill automatically repeals on June 30, 2024, along with the related Colorado State Patrol collaboration requirement.

• Bill includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
