• Expands the "art gallery permit" to a broader "retail establishment permit" allowing complimentary alcohol service at small retail businesses with no more than 25 employees and less than $5 million in annual sales.

• Prohibits retail establishments selling firearms, motor vehicles, marijuana, gasoline, diesel fuel, or those providing K-12 education or child care from obtaining permits; convenience stores are also excluded.

• Sets serving restrictions including maximum four hours per 24-hour period, maximum 24 days per year, and specific serving size limits (12 oz malt liquor, 5 oz wine, 1.5 oz spirits, 12 oz pre-mixed drinks).

• Prohibits charging entrance or cover fees for complimentary alcohol service and limits premises occupancy to 250 people when alcohol is being served; prohibits serving between 2 a.m. and 7 a.m.

• Increases state permit fees from $50 to up to $200 and local fees from $25 to up to $25, with appropriates $98,744 to the Department of Revenue for implementation and enforcement.
