HB 23-1064: Interstate Teacher Mobility Compact

• Enacts the Interstate Teacher Mobility Compact, which creates a streamlined pathway for teachers to obtain licensure in other member states without repeating full licensing requirements.

• Establishes the Interstate Teacher Mobility Compact Commission comprising one delegate from each participating state to administer the compact, promulgate rules, and resolve disputes.

• Allows teachers holding unencumbered eligible licenses to receive equivalent licenses in receiving states, with special provisions for active military members and eligible military spouses with non-unencumbered licenses.

• Compact becomes effective when enacted by the tenth state and remains in effect even if membership drops below ten; member states may withdraw with six months' notice but must continue reporting disciplinary actions during the notice period.

• Maintains state sovereignty by allowing states to enforce their own practice laws, impose state-specific requirements upon license renewal, and control their own licensing data while facilitating information exchange between member states.
