Authorizes individuals to move between two adjacent public land parcels that touch at corners without criminal or civil trespass liability, provided they cross private land only as necessary and do not step on or damage private property or improvements.

Allows mechanical means (including wheelchairs) to cross private land between public parcels but prohibits vehicles other than wheelchairs; restrictions do not apply to occupied structures, illegal land use, or areas where access is controlled by governing entities.

Prohibits private landowners from erecting improvements over 54 inches high within 4 feet of corners where public lands meet, protecting corner crossing access.

Creates a 9-member Public Land Access Task Force to study issues of privately-owned land blocking access to public land and submit legislative recommendations to the legislature by January 1, 2024; the task force is repealed effective July 1, 2024.

Appropriates $50,000 to the Division of Parks and Wildlife for 2023-24 fiscal year to implement the act; the bill takes effect 90 days after final adjournment unless subject to a referendum petition requiring voter approval in November 2024.
